General DescriptionNATURE OF WORKPerforms a variety of semi-skilled and skilled maintenance and construction work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water, sewer, street, and storm drainage facilities and systems.Essential Functions/Duties & ResponsibilitiesThe duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.* Inspects, repairs, and/or maintains street, traffic signals, street signs (fabricate and install), pavement markings, street banners, trees, storm water drainage (includes herbicide spray), community relations projects (Holiday decorations, Veteran's Day parade, etc.), encroachment permits, and other activities as required.* Performs traffic signal maintenance, to include ordering replacement parts, trouble shooting in the field, scheduling sub-contractors, conducting monthly inspections of 7-9 signals, on call for any problem 24hrs a day. Sets up and tears down traffic controls as needed.* Produces a variety of records and reports relating to inspections, maintenance activity, cost accounting, etc. as required.* Determines the locations of utilities (gas, telephone, electric, television, water, and sewer) prior to any excavation.* Responds to various customer service requests; evaluates solutions; resolves problems if possible; and reports findings to supervisor. Maintains good public relations through courteous and prompt attention to complaints.* Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment and materials (gravel, asphalt, etc.).* Operates light and heavy construction and power equipment (backhoe, loader, Layton Box, etc.)* Performs routine inspection and preventive maintenance of assigned equipment and tools by cleaning and checking equipment and tools before and after use. Defects or needed repairs are reported to the supervisor.* Installs and removes vehicle decals, numbering and logos on City vehicles.* Performs all duties in conformance with appropriate safety policies and procedures.* Performs required labor involved in the construction and maintenance of pavement cutting; ditch cleaning; crack sealing; base repair, sidewalk, curb and gutter, and wheel chair ramp repair; line cleaning; pipe repair; pipe laying; and backfilling according to established city construction standards.* Mows, landscapes and removes debris from the right-of-ways all over the City.* Performs concrete work including excavation of existing concrete; setting up of new concrete; pouring and finishing sidewalks, driveway approaches, curbs and gutters; patching existing concrete; and grinding trip hazards.* Places and excavates asphalt, as needed* Maintains the City's trees, including tree trimming, tree removal, stump grinding, inspections, assessing visual clearance, and removing hazardous trees.* Performs storm water maintenance , including ditch maintenance, locates, line repair, catch basin cleaning, flood control,* Sprays herbicides in and on ditches, right of ways, roadways, parking lots, and at the airport,* Performs bridge maintenance, including railings, deck repairs, embankment repairs, approaches, and conducting inspections,* Utilizes web based software (OMS) to capture data, track conditions and work history of utility assets, including resources (labor and equipment costs), attachments, photos, notes, and follow up tasks in real time in the field or at desktop.* Works on-call during inclement weather to assist with snow and ice, including sanding during snow events, stock piling sand, cleaning parking lots and sidewalk and switching to 12 hour shifts to cover 24hours a day.* Assist in the training of co-workers to increase their skills in the maintenance, construction, and repair activities.* May be assigned to work on other public works crews such as Water Distribution, Wastewater Collection, or Building Maintenance.* Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.* Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.* Serves as a member of various City committees as assigned.* Assists other staff in the performance of their duties as assigned.* Maintains regular job attendance and adherence to working hours; may be required to work after hours or weekends and holidays responding to emergencies; and must work a rotating weekly on-call shift for emergency call-back.* Operates a motor vehicle safely and legally.* Performs other related duties as required/assigned.Leadership (10%)* Creates a high-performance work culture by demonstrating a positive attitude and modeling the City's mission, vision, and values.* Demonstrates, promotes, and develops leadership, management, and technical skills for self and other employees.* Conducts self with high integrity, proactive in conserving city resources, and seeks and incorporates customer feedback for continuous improvement of operations.* Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.Supervision/Lead Work ExercisedThis is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.Qualifications & RequirementsEDUCATION AND EXPERIENCEHigh School Diploma or its equivalent and two (2) years of experience relating to construction, maintenance, or repair of streets, traffic signals, traffic signs, pavement markings, concrete; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of construction equipment, materials, maintenance facilities, methods, and procedures used in maintenance, construction, and repair activities.Skill in the operation of listed tools and equipment used.Ability to perform heavy manual tasks for extended periods of time.Ability to work safely.Ability to communicate effectively verbally and in writing.Ability to establish and maintain effective working relationships with employee, other departments, and the public.Ability to understand and carry out written and oral instructions.Ability to operate small office equipment, including copy machines or multi-line telephone systems.Ability to operate computers for data entry, word processing and/or accounting purposes.Ability to operate highly technical computer applications, such as GIS or CAD.Ability to operate and repair small/light equipment, such as power tools.Ability to operate and repair medium equipment and machinery, such as vehicles or commercial mowers.Ability to operate and repair heavy or complex machinery, such as HVAC systems, construction equipment, or water plants.SPECIAL REQUIREMENTSPossession of a valid Oregon Class B commercial driver's license (CDL) with air brake and tanker endorsements. Possession of or ability to obtain a valid Oregon Class A commercial driver's license (CDL) with air brake and tanker endorsements within six months of job placement.The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.
