General Description The City of Albany is accepting applications for an Engineering Associate I. This is an entry level position for professional engineering work. Performs highly technical work with sufficient supervision to develop professional knowledge and abilities. Assists in planning and management of the design and construction of City public works projects; performs complex and professional engineering work for water, sewer, street, storm drainage, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria; may serve as a project manager. Essential Functions/Duties & Responsibilities The duties listed are intended only as Illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform. Reviews private project development plans for compliance with codes, regulations, and standards; and adequacy of applications for permits and compliance with approved plans. Reviews private development proposals, meets with developers, and generates conditions of development that comply with codes, regulations, and standards. Determines applicable codes, regulations, and requirements for assigned projects. Coordinates the preparation of or develops engineering plans and specifications, coordinates, required advertising for bids, reviews construction bids, and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. Assists in project management for time, budget, and specifications for the construction of the municipal public works projects. Oversees assigned projects to ensure contractor compliance with project specifications. Assists in the preparation of sanitary sewer, water, storm drainage, and street system maps, databases, comprehensive plans, development codes, and standards. Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. Responds to public or other inquiries, including developers' inquiries, relative to engineering procedures on specific projects, conditions of development, and other information. Maintains regular contact with consulting engineers, construction project engineers; city, county, state, and federal agencies; professional and technical groups; and the general public regarding municipal public works and utility activities, services, and policies. Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc. Prepares traffic, utility, and other studies and reports. Assists in intersection signal and channelization design. Assists in the development of pavement management systems. Exercises understanding and good judgment in the evaluation of technical and/or financial information and alternates related to engineering projects management, planning, design, review, surveying, permits issuance, and construction. Actively utilizes teamwork skills to participate productively on various project teams and working partnerships with subordinates, supervisors, consultants, other staff, and other representatives of other agencies. May design and manage public works projects, including evaluating alternatives, making presentations, coordinating with other agencies and individuals, developing cost estimates, determining quantities, surveying and staking, preparing or reviewing plans and specifications, administering contracts, issuing permits, monitoring construction activities, and preparing pay estimates. Participates in the formation of local improvement districts for public improvements, communicates with impacted property owners to explain procedures and resolve issues and computes assessments to be levied against benefiting properties. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner. Serves as a member of various City committees as assigned. Assists other staff in the performance of their duties as assigned. Maintains regular job attendance and adherence to working hours. Operates a motor vehicle safely and legally. Supervision/Lead Work Exercised This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel. Qualifications & Requirements EDUCATION AND EXPERIENCE Bachelor's degree from an accredited college or university with major course work in civil engineering; or Oregon certification as an Engineer-in-Training and 4 years combination education and experience. KNOWLEDGE, SKILLS, AND ABILITIES General knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Skill in operation of listed tools and equipment used. Ability to: communicate effectively orally and in writing with employees, consultants, other governmental agency representatives, city officials and the general public; and conduct necessary engineering research and compile comprehensive reports. SPECIAL REQUIREMENTS Possession of a valid driver's license. The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.SDL2017
