- This LD position is a project/grant position with the
possibility of funding being extended. The anticipated closing date

timelines.

coordinate the research, analysis, and reporting for the Disaster
Recovery and Resilience (DRR) division across all its programs for
recovery and resilience. This position will collaborate closely
with multiple teams at OHCS including DRR, Information Technology
(IT), Accounting, Budget, Research and Fiscal staff. The position
will also coordinate data and research needs with those outside the
agency including with federal partners, other local and state
agencies, vendors and contractors, and with other community
organizations and partners. The Operations Analyst supports the
agency's mission and goals through independent judgment and in
consultation with multiple internal and external partners. Outcomes
from this work affect significant levels of OHCS operations. The
position also provides professional expertise to specialized
business areas within OHCS, both business programs and IT. They
will conduct all this work with an equity lens, ensuring that any
research conducted centers marginalized communities.MINIMUM
QUALIFICATIONSA Bachelor's Degree in any discipline that included
six-quarter units in statistics or quantitative analysis methods
and procedures, and one year experience using computerized
applications to independently gather, compile, and analyze data and

DISASTER RECOVERY & RESILIENCE (DRR)The Oregon Department of
Housing and Community Services (OHCS) has established a new
division to manage recovery from major disasters. The Disaster
Recovery & Resilience (DRR) division will administer long-term
state and federal grants to benefit disaster survivors and impacted
communities in Oregon. Primarily, the division is recovering from
the major disasters that occurred during Labor Day Weekend of 2020
when fires caused the loss of nearly 4,200 homes in the state. The
Oregon Legislature allocated $150 million in specific wildfire
recovery general funds along with substantial affordable housing
funding which will be applied to disaster impacted regions, and the
federal government has allocated $422 million in Community
Development Block Grant - Disaster Recovery (CDBG-DR) funds from
the US Housing and Urban Development (HUD) Department. OHCS has set
aggressive goals to replace as much of the lost housing as it
possibly can, and to provide a comprehensive recovery for
individuals impacted by the fires. This division is a key function
